Union Cabinet on Tuesday has allocated around Rs 3500 crore for updating the details for National Population Register and Rs 8700 crore for Population Census.
A lot of people are confused in these terms and using them interchangeably, but both the concepts are different.
So first. What is the Population Census?
Census is the only source of the statistical information of the population of India. That is conducted every 10 years of span, in context to Census Act enacted in 1948.
Census provides detailed and authentic information about demography, economic activity, education and literacy rate, housing and household amenities, urbanization, fertility and mortality rates, scheduled castes and tribes, language, religion, migration, and disabilities besides others.
This type of survey is also conducted to gather information about sources of water, energy, irrigation methods, and practices, etc.
Now, What is NPR?
The NPR is the Register of local or usual residents of the country. It contains information of a person who has resided in a local area for the past 6 months or a person who wants to reside in an area for the next 6 months.
The main objective of NPR is to create a logistic identity database for every resident in the country.
NPR is also applicable to foreigners, who are residing in India for 6 months or more.
The NPR process will be carried out under the aegis of the registrar general and official Census Commissioner, India.
How is NPR different from NRC?
As NPR is the logistic database of the people living in India, both demographics as well as biometric particular. And the NRC process demands the proof of citizenship of an individual and those who are found with no proper proof may face deportation and detention.
But NPR needs no proof for any provided documents unless it is required.
So, there is no linkage of work function in between NPR, NRC, and CAB, but work function of all is similar like NPR gives the proof of usual residents, NRC would affect citizenship and CAA will allocate the citizenship to the other citizens.
